| those are not quests, just side activities, there are real ones, ala the witcher also, usually yellow ! on the map, blue ones are just sideactivities etc, good for loot/cash |

cant progress quests turn in if they are afflicted with dragonrot, so use it when you need to turn in something, thats kinda all it does (prolly has effect on endings too)
