This might be a stupid question, but how do you evolve Peasants to Citizens?
I'm in Campaign Chapter 4, my Peasants have all their 4 needs 100% fullfilled, but they aren't upgrading to citizens

| Easiest way would be to buy a TV card for your PC ... they usually come with capture tools. After capturing you need to encode the video and audio, virtualdub is a good freeware program for doing that ... |
