The "+65% damage" has already been calculated and shown in the damage category. If you want to get technical, then you can work out like this;

Yes, simply because even though it fires shots that do 35 less damage - it can fire 2.4 of them per second, as opposed to the other rifle that barely fires one every second.

A question about stats, is the first sniper rifle more powerful than the second one even though it has lesser base damage? Do I just multiply it by 1.65 to get the real damage?
