I know that perhaps it might sound brutal, but for me setting
MinSmoothedFrameRate=20
MaxSmoothedFrameRate=30
fixed the random stuttering/speed up issue on x64

Using Windows 7. I replaced the launcher files under the MP and SP folders, but when I click to start the game, it crashes to the desktop. Any ideas? Thanks!
