It's the lack of new members. I'm not sure but is there still a time limit before newly registered accounts can post? In any case, registering and posting should be most accessible, with no limits and at most a simple e-mail verification. Every user banned before 2021 should be unbanned and notified. If possible, change and optimize the robots.txt so Google can push more users our way.
And last but not least the forum needs a clean up i.e. too many sections, redundant, outdated and empty. They should be locked and/or merged with others, there are currently 29 sections - cut that in half at least and the forum will be much more readable and better to navigate.

Well, as long as it has posts im happy. Cos it might be less now that back in the days, but it still have the stuff i like (apart from some meaningless shit...but you cant like everything).

Our beloved forums still have plenty of gas left in their belly, as it usually is the case with zombies 
All joking aside, we might not be particularly trendy or appealing to the trigger-happy epeeps out there but in my opinion the niche Hump community remains one of the very few places on the internet that are still relatively sane* (although we do have our ways  ). Like I've said many times, it's also the only one where I'm active and where my lazy grumpycat side likes to chill.
We've talked about the low amount of members in plenty of threads over the past few years, and to be honest, I still don't think we can pinpoint a specific reason besides the natural decline that old-school boards (sadly) are facing alongside the fact that we can no longer match the thoroughness of specific Reddit/Discord sections, the immediacy of news-based services or the effectiveness of direct Yarr paradises like Rin and the likes. We're a jack of all trades-like hybrid entity - which is perfectly fine by me  , but probably not the ideal for those who are used to more throwaway and instant modern forms of communications.
*not sure about the World News section, that's a twisted planet of its own

I see nfoHump I browse. Rarely post but when I do inner drama ensues or trollish fever ensues. Gotta love that. In all seriousness, this is the perfect mixture of harshness and fun. And informative views about anything and everything. Where else can you find bigots, transphobics, gamers-to-ze-root and diehard trolls living in harmony? To me it has ze purpose, it helps me steam out once in a while, helps me evade from cancel-cultured/curated internet. Don't kill it yet, puh-leese.
