These days it's up to the community, see a game with a ~ or a thumbs down icon and you should probably be a bit careful unless there's very few reviews.
(Even only one review will change the icon to a thumbs down on the store page if it's negative.)
EDIT: It's not a 100% guarantee though but for bigger games with thousands of reviews well if the majority are negative then there's probably something with the game.
(Indie titles like the above game can vary wildly in their target audience so some games only get a handful of reviews at best though gameplay videos either from the developers or by other players and general comments on the game itself on for example the Steam community forums can also be helpful tools.)
