I liked what little I've seen of this franchise via manga and anime, will be interesting to see how the games compare.
(Some of the "comics" were pretty brutal involving some pretty dark themes.)
I don't like the sound of that "binaural audio in the 3DS iteration" bit though... that was a HELL of a creepy-stroke-awesome thing in the PSP release. To lose that on the PC one would be a huge shame :\
The press release is for the 3DS version.. so it shouldn't be used to deduce "oh, this version has it, but the other doesn't".
The PC release date was not a part of the same pr.

The press release is the one with the italics and the vertical line on the left. It says so:

When the italics and left vertical line end the press release ends as well, or then they formatted it incorrectly! Meaning everything not included within that area, with the exception of perhaps the images, was not part of the same press release, thus the PC trailer and release date did not come from the same press release.
Therefore the press release that we can read is only about the 3DS version and as such when it says that "the binaural audio is in the 3DS version" it does not imply "unlike the PC version" because that press release doesn't mention/acknowledge the existence of the PC version at all.

I don't know why you're always so intent trying to prove something, but eghh. This is the quoted section that made me question whether binaural audio is also going to be available for the PC

There is no literal or figurative reason to specifically state "in the Nintendo 3DS iteration" unless it was a singular feature only applicable to said platform.

Marvelous USA (otherwise known as XSEED Games) have announced the long anticipated release date for Corpse Party‘s PC release in the west for later this month – April 25th – and have confirmed that they’ve acquired Corpse Party‘s 3DS enhanced port for a later release this summer.
The PC version will sell for $14.99 on Steam, Humble Store, and GOG digital distribution platforms – and is unrated by the ESRB. In addition to the 5 main story chapters included in their original PSP release of the game, Corpse Party on the PC will include 4 additional chapters exclusive to the PC release – including a retelling of one of the chapters from the sequel, Corpse Party: Book of Shadows – as well as a variety of new endings and scenes that differ in comparison to the PSP/3DS release.
Later this summer, Marvelous USA will release Corpse Party‘s 3DS version in the west. Much like the PC release, the 3DS version will include 4 additional chapters exclusive to the 3DS release, alongside redrawn character sprite, newly arranged music tracks, and 3D art stills. Marvelous USA will be bringing this version to retail as well as digital, with a $49.99 limited “Back to School Edition” physical release featuring miniature figurines of series characters Naomi Nakashime and Seiko Shinohara, as well as a soundtrack CD containing music from the game not previously included in last year’s Corpse Party: Blood Drive‘s “Songs of the Dead” compilation. The game will, of course, also see a digital release for $29.99. Unlike the PC release, the 3DS version of the title has been rated “M for Mature” by the ESRB.
No mention of binaural audio in either sections, detailing PC or 3DS, so I continue to wait ^_^ It won't be a total crime if it's not present in the PC version.. but if you've played the PSP release and heard the voices, you'd know it fits the game spectacularly.

Steam = 2008 PC version + new translation + new scenes + 4 bonus chapters. Redrawn art, binaural audio and professional voice acting, features that originated in the PSP version, should be missing.
3DS = 2010 PSP remaster + some new art and arranged music + 4 new chapters (different from the 4 new ones of the Steam version). Redrawn art, professional voice acting and binaural audio from the PSP version should be in, but because the PSP version was censored this version will still be missing the same scenes/chapters/endings as that version - unlike the Steam version which will be complete because it is based on the uncensored original.
So there's no "definitive" edition although it does seem like the 3DS version is getting more work done on it, while the Steam version is mostly just the same old PC release with an English translation.
If you don't care about the censored scenes, probably the 3DS one has the edge because of it's remastered art and binaural sound. (The professional voice acting probably isn't important enough for non-Japanese speaking audiences to matter).
Alternatively, maybe you actually don't like the new art and thus prefer that the Steam version contains the original.

The PC version is the same as the 2008 indie release, which will tell the same story as the PSP/3DS version, but with different art style and voice overs. It doesn't include the brief chapters added to the PSP version or the new 3DS extra chapters

I'll just wait and see but I don't see why one person is offering conflicting statements and I don't understand why they would work on the old codebase from an older version of the game for one platform and use a completely separate codebase for another platform. Who exactly is "Dusk Golem" to claim to have knowledge of the games that aren't out yet? Is he one of the devs?

As for the differences between the PSP and PC versions, here's the response I posted on the Gematsu article:
The PC version [MY NOTE: when saying "PC" he doesn't mean the original PC version, but the upcoming Steam version. How do I know? Because if you keep reading he says it includes the extra chapter from "Corpse Party: Book of Shadows"] is more or less the same game, but with random minor changes throughout, completely different character art and voice-acting, a few new scenes in the later chapters, some very different musical arrangements in parts (including quite a few new vocal themes, especially in chapter 5), and one new Extra Chapter based on "Tooth" from Corpse Party: Book of Shadows. It's worth playing if you're a fan of the PSP version, if only to see just how familiar yet different everything is.
If you've never played the game at all, though, then it's up to you which version you think you'd prefer playing. The PSP and especially upcoming 3DS version technically has more content and a few extra special effects, but the PC version isn't really any worse, it's just... very different. But different in very subtle ways.
Some people have commented about the ridiculousness of "high-resolution character sprites" being listed as a feature. If you've played the PSP game, though, you'll understand immediately what this means. The PSP version of the game had sprites that were presented at a lower pixel resolution than the backgrounds they were interacting with, making all the characters look kind of blurry compared to the environments. The 3DS version fixes this, with each sprite actually redrawn in a higher pixel resolution to match the backgrounds. It may seem like a minor addition, but it makes a huge difference in the way the game is presented.

Basically, currently original makers GrisGris get 100% of the profit from every PC version sold and if they allow the remaster to make it to PC they'll start getting less as they will be sharing the profit with 5pb, for using the content of the remaster 5pb made.

I did some research on wikis, youtube, etc and here is how it goes regarding the content each release has:

(I'm using the word Bonus instead of Extra, which is how they are called, because Extra might imply to some "compared to the other versions" but this is not true in several cases as several of the chapters are shared among different versions).
The 1 exclusive Bonus chapter to the PC version is the longest (~1+ hour ) Bonus chapter available in any version of the game. If you have played Book of Shadows then you have already played this chapter in that game, although here it has been enhanced with even more content. Since most PC gamers probably haven't played Book of Shadows, it's a worthwhile addition.
The 7 new Bonus chapters the PSP version added, they have an average length of ~3 minutes each and they have no gameplay, only dialogue. So it's ok that they are missing from the PC version, you can watch them on youtube and have the exact same experience.
The 4 new Bonus chapters the 3DS version added, do have quite a bit of gameplay (~30 minutes each) and even multiple endings so it won't be the same as watching them on youtube.
And regarding the endings:

It's completely uncensored. They even left in the buttering of poopers.
The only thing not in this version are some extra chapters that 5pb made and therefore can't be used. This version actually includes a new version of 'Tooth' from Book of Shadows and Wrong Ends exclusive to this version.
There is no censorship. No cut content. 5th Chapter is actually expanded and complete compared to the PSP version.
Replayed the game in PPSSPP a while ago (the sprites really don't upscale very well tbh) and the 5pb chapters where kinda lame anyway, also the original art looks way more charming and not generic moe blob like the psp version. I heard the new version of the 'Tooth' extra chapter should be outstanding.
The "censorship" (if you can call that) from what I've read is 2 endings missing in the PSP version and some blood in some scene.
Likely the endings are missing from the PSP version because the PC version of the 5th chapter was made at a later date, in other words they hadn't yet be conceived. 1 of those endings has been reinstated in the 3DS version, which also has 1 new exclusive ending.
The "uncensored" status of the PC version really doesn't mean anything as there's almost nothing missing in the other versions. It's likely a myth.
Chapters 1-3 on PC also have fewer voiced lines and/or music and/or rougher art compared to the other versions as the developers were just starting. Once it became a success and they got better at it later chapters were made richer in content and they are in line with the PSP version minus the remake/remaster polish of it (the 3DS introduces further arranged music tracks).
In short the Main Story is the same, with little differences, in all versions.
Chapters 1-3 are the least polished on PC, while the 5th chapter is the most polished on PC (or maybe the 3DS version now is just as good).
The PC version has only one exclusive chapter but it's the best and longest you can find in any version.
And with modding there's a chance for the PC version's art to be improved.

Including the PSP art should be very easy that said i really prefer the original art it's way more charming in it's own way the later art looks really generic.
I don't know how easily moddable the game might be but I've read that the PSP art is much lower resolution so it might look bad if modded into the PC version.
