Always wanted to command units in RTS / Strategy games both from top down (some exterior camera) AND in first person. But there aren't too many (any?) games that allow this type of gameplay.

And Divinity dragon commander < I only played this one tho and it is a flying TPS not an FPS and that was a decade ago
so I can't recommend anything bitch try them yourself
It's a tad older than you want most likely, but I remember playing this back in the day. I think back to this once in a while and how with modern technology this is such a cool concept.
Not exactly what your looking for but The Rift breaker is aix of tower defence, rts and economy management - Nice games, I've searched for anything similar and can't find it.
There's also another game similar to above, more colorful and kind of NMS-like if i remember correctly, can't remember the name it's early access.
Edit: meh really can't find it on my Wishlist.
I think very difficult game to get off the ground. It could absolutely work but it needs a high player count. To garner high player count it has to be a very good, polished game. That Silica game is probably the best we've seen for this genre, I guess Battlezone as well but there is no overarching commander / RTS component.
You have to mechanically make the FPS and RTS work together without either being boring, pretty big ask.
I'm not that into FPS multiplayer now it's mainstream every game, even unpopular ones has derp subscription cheats on launch day.

Usually i was the commander and there is
-base building ,
-resources managment, (scrap and power)
-upgrade system
- Ai for non human units (you can give orders)
Well, Last Train Home has this as well. But the combat side is bad though (see my little comment in the thread).
Great potential, but real rough on that level.
But thanks for reminding me of that Finnish DLC for CTA.
