Hello Neighbor is a stealth horror game about sneaking into your neighbor's house to figure out what horrible secrets he's hiding in the basement. You play against an advanced AI that learns from your every move. Really enjoying climbing through that backyard window? Expect a bear trap there. Sneaking through the front door? There'll be cameras there soon. Trying to escape? The Neighbor will find a shortcut and catch you.
Suspenseful horror gameplay (not jump scares) that focuses on sneaking around your neighbor's house
Constantly evolving experience where the Neighbor's AI counters your moves, and learns from what you do
Sandbox-style gameplay with plenty of environmental interaction and physics
Hello Neighbor is coming in Summer 2017. More information will be released soon.

It's not exactly the same but we had a weird old man in Sweden many years ago who had some strange spanking sect and possibly involved younger women or even children.
Most of it is in Swedish though, probably wasn't made into much of a deal outside of the country and this was in the 1980's without social media spreading things with just a few button presses.
(Though I guess the whole sex sect thing has been seen in many parts of the world, there's some really weird people out there and now with internet and all that everybody gets to share.)
EDIT: Far as this game goes though I have no idea, haven't been following it closely at all though the guy in the videos linked to in the earlier posts could do with some more impressive beard instead of the 1970's porno star stache.
(Or trimming them down a bit for that evil supervillain look...)
EDIT: Huh it literally is sneaking into the neighbors house and checking down in the basement.

Might be fun, remembered me of the neighbours from hell, were you played tricks on the neighbour till he snapped
Haha yup! Those games were such good fun, lighthearted and pretty satisfying at the same time..the 'adult' version of Home Alone
Fuuuuuuuck you take me waaaaaay back! It was that 'shitty' german game from the late 90's? With those ugly graphics?
I remember having a lot of fun with it, even though it was crappy as hell

I think they made quite a few sequels, also pretty sure the entire thing is on Steam.
Setting little traps and what it was and avoid getting caught, a bit like bad ratz I suppose - quit a infamous game it seems, somehow got a sequel too? - but without brutalizing the poor cat.
(Well set traps and avoid detection is a pretty broad genre I suppose even if there's various themes around it, probably going back to NES or older even with some few games.)
(E.T apparently did so well the entire game was a trap and then buried to be forgotten, someone seems to have actually found it though...)
You already have the Steam page in the OP (i already wishlisted it back then). And the date you also already had in the OP (which you last edited september 2016)

It's official. Hello Neighbor will launch on Steam on August 29th.
To celebrate, I published a video of how the original AI worked in the Pre-Alpha for Hello Neighbor. It gives you a rundown of the Neighbor's logic:
Since the Pre-Alpha, the AI has evolved significantly. We're in deep crunch right now, so if we find time, maaaybe we'll do a video for the current state.
