History
Fighting EX Layer is being developed by Japanese video game development studio Arika. The studio previously developed the Street Fighter EX series (which were published by Capcom) and the arcade game Fighting Layer which are spiritual predecessors to Fighting EX Layer. Following the release of Street Fighter EX3 in 2000, Capcom halted the series.Over the years, Arika pitched multiple ideas to Capcom for a new entry in the EX series, including a demo they created for a Nintendo 3DS gametitled Fighting Sample. However, none of the pitches were successful.

Staff at Arika had been working on a 3D fighting game prototype to familiarise themselves with the Unreal Engine 4.They decided to record some footage of the then untitled prototype and release a trailer on April Fools' Day in 2017.The positive reaction from fans led Arika to turn the project into a full fledged game, which they officially confirmed was real at EVO 2017.

Arika is funding the development of the game itself. Arika's president Akira Nishitani remarked that the company had just enough funds to see the project through to completion without external help. While he viewed the game as a passion project for the studio, he said that his primary goal was to keep the company healthy financially.[ Nishitani noted that he was searching for potential partnerships with publishers and investors to secure additional funding, which would allow the development team to expand the game's scope and character roster.

The game's official title was announced in November 2017. A public beta featuring six playable characters was made available to download on 11 December 2017. The beta was available on the PlayStation 4 video game console and ran for two weeks. The developers used the beta to test online connectivity and gather player feedback.

The April Fools' Day 2018 trailer of Fighting EX Layer, introduces not only a new logo and new characters (Shadowgeist, Nanase and Hayate), it also introduces the DLC concept art for Area, Pullum, Vulcano Rosso, and Sharon.

At Evo 2018, Arika announced Pullum and Rosso would be added in an update between late August and early September, along with a further revision to the game's Arcade Mode, and that they would be developing a version of the game for arcades. Arika also teased three more forthcoming characters: returning characters Sharon and Area, and guest fighter Terry Bogard from SNK's Fatal Fury series

They must have had a really good legal agreement when they made that last game to use characters they created for a Street Fighter game even if it is not the big known ones and not have Capcom come after them.

About the Steam Version

While the sales of the PS4 version weren’t the best, it was thanks to everyone’s support that we were able to release two additional characters at no extra charge. We truly thank you.

As we promised in our original plan, we would like to begin working on a Steam version. However, since we do not have a Season Pass or DLC, we do not have enough Development Funds. Therefore, we are facing a dilemma where we cannot work on the Steam version and the newest Update at the same time. In addition, we are also developing the Arcade version right now.

So, after taking everything into consideration, we decided to prioritize working on the Steam version. The main reason is that the arcade board used by Taito runs the same OS as Steam.

We have decided to develop this as Version 1.1.1 (the current PS4 version is 1.1.0). We did not plan on adding any balance changes.

However, the other day Nishitani-san said that he wished to change some of the Gougi decks, which if we decide to do, would lead to the Arcade and Steam versions being 1.1.1 while the PS4 version remains 1.1.0, which means there would be a difference between platforms.

We fully understand that this would not make the PS4 users happy. So, we decided to push ourselves are update the PS4 version to 1.1.1 as well.

Right now, the Development Team is putting everything they have into releasing the same version over 3 different platforms. There may end up being some slight differences between the versions, but we ask for your understanding.

Also, please understand that the reality that the development of any potential updates or new content is based on the sales of these upcoming versions.

When the release day is decided, we will make a formal announcement.

We will be providing a small number of Steam Beta Keys to help with promotion and testing of the network. We will take full responsibility for these actions. There may also be cases where we have people playing in official exhibitions before the game is released to the public. We humbly ask for your understanding.

About Cross-Play
We are terribly sorry, but this impossible with our company’s assets. We do not have the funding to prepare an Entry Server, Matching Server, and Relay Server around the entire world. It’s impossible to do without having a game that’s a huge hit worldwide as well as plenty of DLC items to cover the funds. We apologize for our lack of ability.

【FIGHTING EX LAYER Schedule until the end of May 2019】

We are going to inform you about the additional characters.

3 additional characters are planned to be released: planning to release 2 characters for Free, 1 character for Non-Free.
Releasing characters for free on our development budget is a very risky bet. We are glad if you forgive us for taking the time to do so.

Planning to release 1 additional character at the end of March.
This is a schedule considering "Toushinsai -闘神祭-" to be held in Japan.

After that, we plan to add 2 characters by the end of May. Whether releasing 2 characters at the same time, or one at a time is yet to be determined.

- Upcoming Updates -

▼Early January 2019 Schedule
Planning to have an update: mainly fixing arcade version.
Attacks and systems will be adjusted slightly.

▼Mid-February 2019 Schedule
It is one month before "Toushinsai -闘神祭-", but we are planning to take the courage to have a game adjustment. (Details are yet to be determined.)
Planning to add music.

▼Late March 2019 Schedule
Plan to release 1 additional character for free.
