I have to cut down the size of a few movies in order to squeeze as much as possible in a 16GB pen drive. Source material is DVDRip quality.
I was thinking that http://en.wikipedia.org/wiki/RMVB would be the better option, but since something better may be around I remembered to pop the question here first.
These movies will be seen on a PC so there's no compatibility requirements, but since said laptop is powered by a T2300 and an SiS "gpu" the format can't be too demanding.
Also, software suggestions to convert it to the suggested format are appreciated.

Well, really, there will always be a quality loss from reencoding something like dvdrip, I would suggest downloading a 720p or even 1080p and then resize for the encode. Like cheat said, Handbrake is good enough.

You can also go with two-pass variable bitrate to match an exact file size (calculate the bitrate as desired file size in MB * 1024 * 8 / video length in seconds = a bitrate in kbit/s, then substract audio bitrate). CRF is great but it's wildly unpredictable, so in extreme cases you may end up with the result larger than the source video (maybe not in this case since it's DVD source, but you still won't be knowing how large the output file will be).
CRF and two-pass use the same bitrate distribution algorithm in x264 (i.e. if you encode with CRF, and then use the same resulting bitrate to encode the source material again but in two-pass VBR, you will get virtually identical quality), so it's just a matter of control (quality vs file size, and I think you aim for the file size here). 1 GByte per hour should be more than enough for transparent quality (compared to your DVDRip source).
You may want to turn on "fast decode" option which will disable CABAC and some other demanding quality features, but you should encode with and without it, and compare. Also, use MPC-HC for playback (set output to WMR7 or WMR9), it's fastest on shit-end computers (tested).
