I looked how many first person games came out in 1996 for fun. 47 games Starting with Congo - The Lost City of Zinjin in january 1st 1996 which was a first person shooter on Saturn while the version for PC came out in 95 and was a first person adventure game more similar to Myst

Hopefully in the coming years, we'll be able to get tools that allow small teams to produce games with PS2 level graphics. Although you can argue that you can create them but I mean on the scale of AAA games back in the early 2000 era.
