just as the title states, old for new same spec. can boot into safe mode fine but in normal startup process it hangs, sometimes c+a+d can catch it and load some desktop features before freezing once again. tho its not priority im still in a wtf moment as ive done this in the past on many computers never an issue. system restore to multiple points and sfc /scannow to no avail. google is no help as every topic is "computer wont turn on". any help would be appreciated.

Probably the graphics, because safe mode uses basic vga driver. Also try to uninstall graphics driver from safe mode and then boot normally amd reinstall (before checking the cables again, of course).

did selective startup, disabling non windows services booted up fine, ok great so whats the problem - went through one by one and it boots fine. wtf windows.

or disable services one by one.

I agree with that. Possibly the PSU not providing enough stable power for the GPU
