Sounds like a firewall issue.

Check if telnet & ftp are not blocked.

What are you using for FTP?
IIS, 3rd party, etc?

Do you get any response from the FTP when you try to login? Or just a timeout with not responding?

It asks for username and password, but I did not set any. I tried what's built in to windows and Filezilla.

Ehm.. you should be very careful with that setup. If the IP is leaked, anybody could upload a ton of midget porn and who would want that?! (share ip in pm plz)

Did this a ton in high school, but that was still over a local network. I want to open up to the world.

install filezilla.

configure filezilla options, use default FTP port 21
Set a password, (expect it to get bruteforced so don't expose anything critical).
Or
Allow anonymous access and have anything and anyone using it.
Or
Set up as SFTP and use key based auth so its not compromised.

login to router, set up port forwarding, select a port to use externally, map that port to the internal IP address of the host running filezilla on port 21.

go-to whatismyip.com and get your public ip.

use a ftp client to connect to external IP on the port you forwarded, use a different external network (try from your phone or 4g tether to a laptop or other device to test).
