that policeman made me laugh well I cant say ive ever seen ne1 fucking on a bench durin the day like that but usually at night around town some1s doin it in a back alley.

Yea if i saw public sex like that i'd leave them be. I watched a tv ep once (real life docu-drama or sumthin) and some man got sued because he was having a wank in his living room and the neighbours kids went up to the window and looked in! Sex is natural idk why it's so "frowned" upon, we all have to admit streakers are funny yet they get bollocked.

Because they are blatently doing it in public. Little kids don't need to be exposed to people shagging on their front lawns.

possibly the cop has put a stop to it....in the photo after the one with the cop in it, there is a shadow in the same place as where he was..(suggesting that mayb that photo was taken before and the shadow is of him coming towards em).. i really dont know

No I think you are correct.
You can see that the shadow is wearing the same kinda hat as the policeman did so he did put a stop to it.
