My specs: p4p800se mobo p4 3ghz @ 3.3ghz 512mb pc3200 ram radeon 9800 pro 128mb wd 80gb hd wd 200gb hd secondary windows xp sp1 recently reformated My frame rates drop down to around 30fps during shootouts, and its usually hanging around 60-70fps when not in shootouts. I hear about other peoples computers with similar specs and they boast 100fps. Why dont i get that kind of performance?

try turning the settings down. I doubt they're getting 100fps with everything maxed out. Update your drivers... since it's an ATI game I bet most will be good though.
