Wind probably blew the plastic bags into the trees. Rather common site in my area because of tunnel effect due to buildings.

In my case there is no wind or tunnel........kids and other literally throw them on tree....i wonder if they laugh by doing so.........whatever they are heretic and should be burn ;P
