The bandwith just can't be ignored by simply running a tool.

Theorecially it could maybe be done, but you would certainly have a very instable connection and suffer huge amounts of packet loss. You would have to manually create the packets sequence numbers to trick the internal ISP router into thinking it isnt receiving all of the packets, when in reality your sending twice as many. Then you have the job of tricking the router into forwarding ALL of the packets anyway... which.. I couldn't figure out off the top of my head.
needless to say, I doubt anyone has actually done it. Remember though, your bandwidth is limited outside of your ISP's network via routers, not inside it. If you can trick those routers, your bandwidthless. This is how cable modem uncapping is possible, as the only constraint is on the modem and the network routers (which in most cases on a cable network have no caps).
