I have a similar problem which i'm trying to find out of.
When i run my CPU at 200hz in the BIOS is restarts randomly, especially when it starts to work ie. like playing a game.
I changed it to 166hz and it's stable but i loose speed by doing it, no idea whats wrong. Maybe something wrong with the CPU i guess.
Edit: BTW whats your computer specs?
AMD Athlon XP3200+ 2,2 GHz
ASUS A7N8X-E Motherboard
2x: Corsair XMS3200C2 DDR-DIMM 512MB PC3
adeon X800 256MB GDDR3

I think you overclocked your cpu too high and it get too hot and the system just shutdown. Maybe better cooling fan?
If you hate it, ignore it.

ManBlooD: You could also try to lower the memory-timings. I have had a problem with freezing / restarting and that solved the problem.

This problem is a clear one to me, cause it happened before and I solved it. Its simpler than you think, and it doesnt matter if you do a fresh windows install or not.
In order to solve this problem you have only one thing to do, and that is to CHANGE YOUR POWER SUPPLY to a really good one, a server power supply with 2 coolers (one on the back of the power supply, one at the bottom of it). That will work, you will see.
If you dont believe me, go to your PC's setup and check the voltage levels.

Random reboots after a fresh windows install are the hardest problems to come buy. It doesn't have to be the temps or the psu at all. Can be so many things. Before changing the psu i would take a look at your board, maybe some of your capacitators are leaking, happens really often lately, especially with MSI boards. But do check your temps, psu and ram as well.
@RubberChicken: Check your ram with memtest86, maybe some registers are damaged.

you might also wanna disable the function that the system will automatically reboot when an error occurs. This way the system won't reboot and will probably generater a blue screen.
You might get more info out of that blue screen since it generates a error code which you can lookup on the internet...
You can find this option in the Control Panel under System somewhere.
