Um, no, that was developed by Best Way.
Company of Heroes is being made by Relic, who made RTS games like the Homeworld series, Dawn of War & Impossible Creatures.

although i really don't like those ww2 games anymore (there were just too many of them), i think relic will do a good job on this because Dawn of War and the homeworld series were really good and i played them for months.
Graphics look decent too, i'll be sure to grab this.
btw, any ideas on the system requirements?
