As far as I know it doesn't have anything to do with the browser, try going to windowsupdate.com which will automatically redirect you to Microsoft Update and it will tell you that you need to :activate" first. That's the only think I can think of.... Otherwise It might be something with the beta

You're running into Microsoft's "Windows Genuine Advantage"
You need a genuine Key to get anything from Microsoft now, either from their site or through WindowsUpdate.
There are workarounds available if you look.

Easy way to get past the "Windows Genuine Advantage" shit, is to go to your IE settings and disable that plugin LOL

Or...
Before pressing 'Custom' or 'Express' buttons paste this text to the address bar and press enter:
javascript:void(window.g_sDisableWGACheck='all')
It turns off the trigger for the key check.

This worked for the leaked Beta 2:
1) Download patched iecustom.dll (http://www.jcxp.net/forums/index.php?s=25666918d72b77f4951b548964d466df&act=Attach&type=post&id=2758)
2) Using a program like WinRAR, extract the contents of IE7 installation file to a random temporary directory
3) Open up the new temp dir and browse to the "update" folder
4) Replace iecustom.dll with our Patched version
5) Now, run update.exe, NOT iesetup.exe
