ME is notorious for hating plug and play... it was a step back from 98
I suggest installing downloaded official drivers, in safe mode if you can manage to boot this way with the card. If safe mode doesnt work with your card on, try installing the drivers before getting the card in..
If neither works, well try to switch to win98 it gets more support and has less probs than ME without needing anything more..
BTW: Make sure all others drivers (motherboard escpecially) are up to date and that ALL WINDOWS UPDATES ARE DONE <--- most important.
Good Luck!
(PS: I gotta admit i have no idea what's a pcmcia card)

USB 2.0 cards are somewhat problematic in older laptops. I have had problems with that in the past. Not all older pcmcia controllers work with usb 2.0 controllers.
I guess you bought a cardbus pcmcia card? Cardbus means its a 32bit pcmcia card. Only cardbus pcmcia usb 2.0 controller can actually reach higher transfer rates from usb 2.0. The problem is, that the pcmcia controller of the notebook has to support cardbus (32bit). Cardbus can be identified by the golden strip thats on the front of the card, wich prevents these cards to be inserted in 16bit type slots. But i have seen notebooks there you could insert these cards none the less.
oops, i see you have provided the model number of the card you bought.
Okay its a Cardbus Card, lol Does Windows ME support usb2.0? I thought only Windows 2000 with SP4 and XP with SP1 does?
So i would suggest that you try to update the bios of the laptop, this way, the bios of the pcmcia controller might be updated as well. Reinstalling the OS might help, and try to install the drivers before inserting the pcmcia card.
