what are your specs?
try enabling vsync in your gpu-control panel (set to ON, not application controlled)

good enough, try the vsync thing i mentioned, and/or install the latest directx, not just directx 9c, but the latest month or whatever...

Ati Control Panel
DisplayProperties -> Advanced -> 3D Tab -> Direct3D Settings (custom settings)
-> Set Anti-Aliasing to Application Preference
-> Set Anisotropic-Filtering to Application Preference
tested, works ;D
(had the same problem)
