Monitor Resolution changes after every restart how I can fix this?
Every time I startup Windows XP the resolution changes from 1024*468 to 800*600
But when I shutdown windows I was choosing the 1024*468.
How I can fix this?

Are you ADMIN?
Is there anyone else with ADMIN access?
What programs AND services are you starting up on startup?

I've fixed a machine that had these same issues and it turned out to be a trojan..
you can always download multires and add it in your startup and force it to change resolution upon bootup.
google for it.. command line to change res on the fly can be done like so..
multires.exe /1:1024,768,32,75
