Well, it's not quite some exclusive advanced technology, it's just that all cell operators must cooperate with law enforcement (patriot act etc.) and they can show coordinates (approx. +/-3m) instantly using GSM base stations (if that's the right name in english). In fact some cell operators even offer a service like this for customers - you can track your kid's/wife's phone location online on a city map.

Yep triangulation is possible and is being done, but of course it needs three cells to be in range to work to about 5m precision (enough to say which building, street etc.). Out in the country all you have is the radius of which cell you're in and the location of the previous cells to tell you approx vector of travel.

Which is nothing like they do in the movies. How could I read it a little better if the information is'nt there in the first place.
You forgot to mention:
a) That you can only do it when the other person is on a landline, the address if fixed. Thats not triangulation.
b) For mobiles the other person has to be on a particular network, and has to agree to be tracked.
Subander, that technology isn't available to civilians though, right?
