Seems as though the Xbox 360 might get the "shush finger" from a firmware update. It seems that controlling the speed of the drive is the key:

The article reports that the update gives the console more control over the speed of the drive by allowing it the option to run more slowly. Without the update, the drive is conditioned to run at either full speed or not at all, but never a speed in-between. Although no technical experts were available to verify the veracity of the site's claim, they did quote Microsoft Platform Manager Boris Schneider-Johne, who claimed at Games Convention 2006 that Microsoft was working on controlling the speed of the drive.
Yeah, I'd still rather have my textures in Gears stream faster instead of slower. But if they add a switch option to the menus for "quiet game disc operation" so people can choose if they prefer load times over noise, then its all good.
Though I'd rather see developers start using the HDD for caching and effectively halve load times.
Then again maps like Old Bones load the geometry + lightmaps from the HDD and graphical assets from the DVD, yet the load time isnt significantly faster than DVD-only maps, which speaks against the benefits of hdd caching in general.
On the PS3 its a different matter due to the slow data flow (and seek times) provided by bluray.
