Not that many scripts get scene released. The scripts that do get scene released are put in 0day, there is a link on the nfos page to an 0day nfo list.

friend google told me that nulled scripts are hacked scripts, that otherwise would "phone home" or need activation to use... =)

using a wrong version number can help with scripted exploits as some of them check the version data before starting an attack. So perhaps its just a decoy for the script kiddies =)
or the newer versions might not be worth upgrading |

There are a lot of security issues with that version of phpBB, my guess is that it got updated manually because there are a lot of tweaks here. It's less work that way and keeps the hackers in the dark which version you are actually running.
