I don“t have a clue why dvd-r is better but that is what i know:
When i got my PS2 back from the mod-chop i send it to, there was a message that sad:
Youse no DVD+R or cheap media, because thats to difficult to read for the ps2 laser and it wont last long.
So i only buy TDK DVD-R for my Ps2

Afaik DVD+R with booktype set to DVD-ROM works just as good as DVD-R. At least it did for me and I have a first generation PAL PS2. For DVD9 you should use DVD+R DL and set the booktype also to DVD-ROM and don't forget to patch the image before you burn it. I have no idea if DVD-R DLs are working at all.
On my V7 PS2 I used DVD-R from the start (2X discs and the original messiah chip) and noticed that only Verbatim discs read as fast as the originals (during a game like gta) while with cheap riteks all high quality videos stutter and gta has streaming problems.
But I would guess as long as its high quality media from a company like Verbatim and the performance is as expected then there is no stress on the laser. The V7 bought in 2002 works like a charm every day today. As for dual layer games I have to use the hdd loader.
