No, either your monitor supports 60hz or it don't. It cannot be changed with a software patch. And games are either made for 50 or 60.

Maybe you don't notice it but it's still not good for your eyes! Many people even get a headache when they sit in front of a CRT computer monitor with 60 hz refresh rate for a long time.

Yep CRT monitors flicker in 60hz because they are progressive (60 flashes per second), especially white can be really flickery.
TFT's arent updated by flash refresh (the LCD backlight does not turn on and off in the same way) but by merely changing each pixel (and its three subpixels) as needed, if needed. TFT's only flicker (on videocamera) when the backlight flickers to a set frequencey (think fluorescent tube bulbs). On TFT's the refresh rate can be thought of as "maximum frames per second" instead of amount of flicker.

do you use an origanil ms soft vga cable, i had a lot of flickering probs when i was using a third party cable on my 17inch lcd, i just bought an 22inc widescreen lcd, tell u wot though i think only way to get the best out of the 360 is to get a hd tv, even on my 22 inc lcd, the games look good but with lcds i think, you seen to get an foggy effect,

The 360's VGA output is, as a hifi-person, very washed out in colors and contrast. It's like maxing out the brightness and lowering contrast to half on your normal TV.
Some people dont mind but I do and thats why I use component to my HDTV. I'd like the extra resolution of VGA (no overscan = more pixels visible) but its too washed out.
MS could patch it in a future update (they already adjusted it a tiny bit last year) but it might even be a hardware problem not fixable through software.
