My wife has a lot of PAL dvd's she wants converted to NTSC for viewing here in US.
What program do I need to do this with? I need to rip the DVD, shrink it so it will fit on a 4 gig dvd and convert it to NTSC.
Kinda new to the whole encoding thing so any help is appreciated.

You need to reencode them from PAL to NTSC. I'd recommend this guide. It uses CCE for encoding, which is the best MPEG2 encoder.
Now, le me say this: As a rule, encoding is not recommended. As good as encoder CCE is, it's not that good. I'd invest a bit more money for a player that supports both PAL and NTSC.

Yeah i know the quality wont be as good, but she isn't so picky.
so, if I can get by without having to do that, then all the better.

Yeah, no problem. It will take hours to convert though, so be prepared.

seriously.. just put the money down for a cheap multi-region player. like leo said, encoding will take hours, hopefully for you the collection isnt that big.
