i can't find the file hh.exe to view the files *.chm

is there something to force it to reinstall from windows xp CD ?

It should be in the I386 dir in the XP setup CD. It will probably be "hh.ex_". Copy it to the desktop, and in cmd, go to the desktop dir and type "expand hh.ex_ hh.exe".
