Motorists could face a bill of up to £1.34 per mile to drive in Britain's cities, it has been revealed.
The plan would involve the country being divided into zones which would be charged depending on the levels of congestion.
Road tolls in sparsely-populated rural areas could be as low as two pence per mile.
Stephen Ladyman, the roads minister said: "The heart of a congested city would be Zone 1, the area outside it would be Zone 2, further out in the suburbs would be Zone 3 and rural areas would be Zone 4."
He also said the scheme would address concerns over 'Big Brother-style satellite tracking systems pinpointing vehicles' exact positions 24 hours a day.
Under the plans, all roads in each zone would be charged the same, regardless of the levels of congestion. Ministers believe this could reduce the risk of creating 'rat-runs' through heavily residential areas.
Edmund King, director of the RAC Foundation said: "It creates an unfair situation in which quiet local roads would be just as expensive as main roads."
The Department for Transport stressed the plans were one of several being considered.

Although i think a more fair way would be to charge more depending on the car ie: company cars and flash motors pay the most and owners of old bangers pay the least, but i gues thats way to difficult to implement, also we cant have the rich getting upset can we
