Q:can this damage my burner?
A: Yes , if you will over use it
Q:what is the maximal overburn possible for a regular 4.7GB media?
A:It depends on the media , Use Nero CD-DVD Speed to find out how much you can overburning (Extras>OverBurning Test...)
Overburning will write data on line out giving you 100-250 mb more

Yeah, over burning is generally not recommended, as the media becomes unreliable and burners suffer in the process. And for what? Few more MBs? Not worth it.

DVDs are of a size of 4 700 000 000 bytes. That equals 4.7 GB (Notice the capital G, means 10^9, which is 1 000 000 000).
Computer files are measured in GiB (notice the "Gi", although most people still write GB, there is a difference, because GiB is not 10^9, but 2^30, which equals 1 073 741 824).
Therefore, the GB on the DVD refers to the 10^9, and the GB in Nero, refers to the 2^30 GB.
For better understanding, just divide 4 700 000 000 by 2^30.
However, mostly when you see terms of KB, MB and GB refering to computers, they stand for 2^10, 2^20, 2^30, although that's not the case with DVD manufacturers, obviously.
EDIT: and here's a quote from wikipedia:
A DVD-5 format disc is capable of storing 4.7 gigabytes, or roughly 4.38 gibibytes. A DVD-9 is capable of storing 8.5 gigabytes, or roughly 7.92 gibibytes.

*sigh* Why are 320GB drives only 298GB? Different calculations... It's 4,700,000,000 bytes, however 1GB in Windows is 1,073,741,824, so do the math.
[edit] Waa, beat me to it...

You can also achieve the same effect by thinking like this:
burnable media/hdd producers think like this:
1gb = 1000mb
However when it comes to the real world
1gb = 1024mb.
So if you take 4 700 000 and divide with 1024 2 times you get down the the gb's...
Or you can of course take the previously mentioned direction and go with 2^30 and whatever...

another question:
yesterday while trying "SilverLine" DVD+RW x4 media,i've noticed a weired thing,that I cant explain.
while burning it,it burned it at x2.72 - 2.60. while the media is x4,why??
maybe its because of my CPU??
the CPU was almost at 100% all the time and the system acted very slowly...

Because of crappy media your recorder limits the speed, buy more expensive dvds if you want higher speed.
Personaly I use Verbatim only, and for some reason, my shitty burner, won't take anything else (I fed it all kinds of crap like kvark, traxdata, whatever, everything gets destroyed(every single non-Verbatim dvd I fed it), but Verbatim never...)
EDIT: Or it might be because your DVD drive is running in PIO mode, since your CPU is at 100%. Go to Control Panel->System->Hardware->Device Manager->IDE ATA/ATAPI Controllers->Choose primary or secondary IDE depending on which one your DVD unit is->Properties->Advanced Settings->And there under "Current transfer mode" it should say wether a device is in PIO or DMA mode. (If it's DMA it should say something like Ultra DMA Mode 6)
You might have a lot of Controller entries in that list, just check every one of them if you're not sure. NOTHING should be running in PIO.

I think anything can run in PIO mode, in case of the controller not working properly, or being properly configured or detected. (My PATA hard-drive ran as a SCSI device once, because it was inproperly recognized by the controller, making it terribly slow)

I second that opinion about Verbatim. i always use it!
All my X360 games are burned on Verbatim 2.4x, however I overspeed to 8x with CloneCD and they all work great anyway..

You may to consider updating the firmware on your burner too. Usually. when the firmware is updated it adds more types of media and sometimes gives better quality burns
