If a power supply was purchased in North America would it work in countries overseas such as Europe or India?

Some do, some don't. It will either be auto switching or have a switch on the back of the psu.
But you'll have to get a power lead that matches the country's sockets.

You'll have to check the docs you got with the PSU, or do a search on the net. If in doubt, don't plug it in.

i bought an american psu and it worked fine in nz

just make sure you know what standard your country uses, and if its compatible with that psu.

most palces in Europa is 230v

USA is 115v. Its a reason most PSUs got the little nice red button.
