digitalman26,
This is a known issue, even on retail copies.
There is ONE work around, and it needs to be under very specific conditions.
First of all, all people behind routers and firewalls need to open port 6112.
Player 1 behind firewall/router hosts the game.
Player 2 needs to have a pure connection (no firewall, router, nothing at all) and connects to player 1's game.
Player 3 behind router/firewall connects to Player 1's game.
Mix and match the middle/end to get your players in, but this works for 3 people confirmed.
One thing is certain though, only 2 people with firewall/routers can connect with DC. These two must be the host, and the last player to join.

This is how I was playing 3 player Tiger Woods. I hosted the game and had a pure connection, my friend connected and he has a router and firewall. My other friend couldn't connect. I told him to turn off his firewall and he was able to connect.
