Two TV-standards, one used in Europe (edit: and a lot of other countries of course), one in the US. PAL has a better resolution and runs at 50 Hz, NTSC has a lower resolution, but runs faster at 60 Hz.
I assume that it doesn't matter anymore since all X360 games are designed for HDTV and downscaled to whatever your region setting is.

Yes that is the case. HDTV is available regardless of region, and since the 360 can display in at least 720p, it is specificaly designed for HD displays. The NTSC part is really only reffering to the the fact that the US machine can cope with NTSC region TV dsiplays designed for the lower resoution NTSC American broadcast format.
I guess were seeing so many region free releases for the fact that HD is HD regarless of PAL or NTSC differences.
In previous generation video games development the difference between PAL and NTSC becomes more apparent at there respective standard outputs since PAL and NTSC have differnt gamut refresh and video tollerances. In HD, this is less important.
