Broken USB2.0!

For whatever reason my front USB2.0 ports have decided to give me the error message that Windows doesnt recognise the device. I am connecting external USB hard drives to them and have had no problems for quite a while until now! I read that if you turn off the PC and disconnect the power cable it discharges any residual currant. This turned out to be true and they now function but only as 1.1! Now Im at a loss as 1.1 is ridiculously slow for file transfer between external hard drives! How can I get my ports working as USB2.0! Someone please help!

Which windows and mobo?
It can comes from multiple reasons mate, check your bios setting concerning USB, reinstall your mobo drivers, check your usb cable, etc.
Otherwise to "discharges any residual current" you have to push the power button while the power cable is unplugged.
