I installed steam along with CSS on my brothers laptop about a year ago, using an account from someone i knew on WoW who quit playing it altogether, so my bro had something to play that would run on his laptop.
Few months later he bought Orange pack on DVD without me knowing, and added it to that steam account, again a few months later we build him an all new gaming rig, but upon installing steam on that new rig none of us remembered the steam account username or password, old laptop was already formatted and the guy i knew on WoW quit playing that too so i had no way to contact him.
I know that there are ways to retreive a steam account, but since it wasnt originally outs i would have no clue how to trace it back besides the orange box cd key we got, is it possible to unlock the cd key and put it on a new steam account for him?

You can't change the cd-key to another account. If you changed the email address to the account to one of yours you might be able to get it back... if not your screwed.

Its not steam's fault that they forgot their username and password. I'm sure they could retrieve the account just by the email it was registered to. Which for their sake I hope they changed into one of theirs.

Yes its my brothers fault, he is new to these things and i wish he wouldnt have notified me so i could set it up for him on a new account.

This is what i found, says if i send a picture of the cd key and the receipt it will be moved to a new account , problem is that only works if you purchased it within 90 days, which it wasnt, so i would need a good photoshopper to edit the month on the picture

Instead of wasting your time looking up on how to transfer your games, try to regain access to it.
If you don't have access to the e-mail anymore, make a support ticket, and they'll probably be able to look it up using your product key.
If you do have access to the e-mail, just use one of the password/account name recovery features, you can even recover that using the product key, but you'll need access to the e-mail.

Your right assuming that they changed the email connected to the account which they should have done first thing when they got the account. But I doubt they did. If you could just remember the email connected to it though you could always try and email the guy who gave it to you in the first place. Hopefully he uses the same email still.
