YES, YES, YES!!!!!
Taken from the official PES4-Website....
An image of the manual(requirements page) says something about Online game (Network required: TCP/IP 64Kbps)
there are people making a PC online league in this moment...

Sorry to disappoint your enthousiasm, all i see in the official site says there a lan mode and not an internet mode.

Dude, that's the easiest thing to get around. As long as online play, even on a local network is enabled in the code, playing IP to IP will be an easy mod. It's been done with a lot of games.
The biggest problem with getting PES3/WE7 to be online was masking inputs from a 2nd remote controller to appear to be from your own computer without the timelag occuring. Without code within the game, the synchronization was impossible in the end as you had to rely on an external program constantly feeding real-time inputs from a varying bandwidth to correspond with immediate inputs from the first controller. I had a couple of friends who have full time jobs building remote networking solutions working on it and they just couldn't get it to work.
Believe me, if any kind of online play is possible in the PC version, it can be modded to create IP to IP matchup and more than likely, much more.
I think there's already software on the internet to make this work. I remember when the early Doom type games came out and you could only officially play on a local network. They were modded easily to allow IP to IP with a second piece of software with no slowdowns. Not having a remote server is no big deal, look at WE2002 running online through a PSX emulator and a 3rd party networking piece of software. Direct match up is an easy thing to do as long as the source code is there. It's when it's not in the game you have real problems especially with something like a sports game where so many input variables are combined with such a system intensive game like PES4.
I can guarantee you that if direct IP isn't in the game (which I'm sure it will be otherwise it wouldn't make any sense just putting in the feature for people to play on home networks) it will be modded to allow it within two weeks of release max. It's so easy to fool your PC that a remote PC is on your local network or actually attached directly to your PC, it can be done in under 2 minutes.
Uopdate: I just called my friend who works for HP maintaining networks and he confirmed that it should be childs play to get it to work IP to IP if any type of networking is possible with the game.

Guys... Thats easy as hell. Just make a VPN connection with the wizard of XP. Make yur friend connect to it and windows will think yur friend is in yur LAN. I allways play my games like that. Works like a charm!
For those of you who dont know how to set it up, its childs play, http://www.wown.com/j_helmig/xpvpnsrv.htm should get you on yur way...

wow.. thats sweet. Then you could basically play any game on LAN and let friends on the Internet join with VPN connection?

The problem is if the game has been optimized to LAN it will require a lot of transfer data to a smoth gameplay and even a 512 kbps internet connection cant be on top with a 10/100 Mbit LAN.

this lan to inet convert crap sucks.
i bet the performance will be slow as hell too since it´s not internet (high latency/low badnwidth) optimized.
