I think he meant Ken Levine; seems the original Bioshock team enjoyed working with him so much that they even created a new studio to handle the sequel, without Levine of course.

Bioshock was a good game, not as great as it could have been but none the less a good game. However I've got my fears that this prequel will not do the first game justice. Hopefully im proven wrong but im afraid I won't be.
Bioshock was andstill is the great pretender to System Shock. If Bioshock becomes more complex, has an inventory system, has hacking skills that are more challenging than playing Pipe Dream, doesn't have a stupid infinite lives system built into it and scares the living crap out of then call me... otherwise I'm not interested..
