seems to be an update/sequel to switchballm, which was pretty fun.
i couldn't really get into balance, the whole "you get 3 lives to finish this level" thing put me off. it's not so much a puzzle game, it's more skill based, unlike switchball.
also it seems to be available already. not from a scene grp, but does it matter?

lhzr : It's not the same dev, so it's not a update/sequel at all.
Pey : It's not on the scene sites, and it's not on the public torrent sites, so where else would a non-scene release go?
Edit: found a rapidshit link from a non-english forum Spectraball.rar | 189060 KB, guess that's what you were talking about.

I got it off steam on release day. It's a pretty decent game. Not amazing, but it was only 10 bucks. It really is more skill based than switchball. Which isn't a bad thing in my opinion. It can take skill, but is not overly difficult. It did just recieve a big patch to fix some of the issues it had. Don't really got much else to say about it.

I nearly finished it in about 1h. Not quite as good as I though it would be but still fun and levels get better at the end.
Story mode crash for me, but quick play work fine. Unfortunately it doesn't unlock level and I was at "The monolisk" or something like that (probably the last one or so) and I got stuck, couldn't move, had to restart the whole level so I quit and now I can't return to this level. Bah.
