i know the name of the topic sounds stupid but so far that is all i got. today i installed Win XP sp3, a version modified by someone. it looks ok, everything is fine except the internet speed.
i am unable to download something with more than 100-120 kbs while i should be able to download with 300-350 kbs (from sites). the strange thing is that Utorrent also acts just the same: can't download with more than 100kbs but the upload works OK.
now, i have experienced similar problems so i am also thinking that it might as well be a problem from the provider but still, does anyone think it is possible ?
i have a modem for my IT!

Maybe the loser has messed with the internet connection with some speed optimizer. You can try booting from some linux live cd and check the speeds from there.

Or if you can get some laptop and connect to the net through your router to test the speed there.

let say i few more thing just turned out. and i think they are related.
1st, my upload speed goes to max but my dl speed still remains at around 100kbs.
2nd, several times allready when i clicked the repair button for my connection, it freezed and gave an error when it reached "clearing DNS cache". found out how i could clear it manually. via run/cmd -> ipconfig /flushdns. not working receiving the following error: "could not flush the DNS resolver cache: function failed during execution"

i noticed this problems right after i installed a new version of XP on my PC and i did not use any speed optimizers (cos they are useless when you have a modem). so, suggestions. the provider says they have no scheduled work in my area!
