Yup. The MS28 needs the VIA card, or excellent soldering skills as you'll need to remove a resistor and then solder on a small switch.

I'll see my dad about the soldiering part.
Hopefully theres some vids about in the guide how to do it?

If you want my advice mate.... I'd leave it to someone with a lot of experience, just in case. If you don't know exactly what you're doing, you're liable to damage either the drive or your 360.
First off, you can't just plug that drive into your 360 and have it work. You need to spoof the firmware, which means dumping the drivekey from your current drive and then flashing that ONTO the other one. You'll still need the VIA card in order to dump the key.

You don't need the VIA card for the MS25 .... but you DO need the drivekey FROM your MS28 in order to flash it onto the MS25, lol.
As tikkietegek said; the DVD drive is keyed to that specific motherboard and will only work on that board. The only way around is to fool the 360 into thinking the new drive is really the OLD drive ... this is done by dumping the drivekey from your old one, then flashing that to the new one, effectively fooling the 360 into thinking nothing has changed.
.... but, again, to dump the key you will STILL need the VIA card.
