It's random, bud. Everything in the game is random. When you level up, you get - usually - a stat boost and a random item, weapon, pet OR skill.
My lv6 Sabin1981 is dire. Couple of weapons, absolutely HORRIFIC stats, and a pet dog. Whereas my lv4 Sabin110581 has great stats, one weapon, a few skills and no pets.
