From the screenshots, it really looks like Silent Storm...
Is the gameplay the same ??

Combat is REAL-TIME (Baldur's Gate/Neverwinter Nights/Dungeon Siege style) as already mentioned above.
The name comes from a book the publisher baought a license for (PR reasons) but the game has nothing to do with dungeons especially those generated randomly. It has lots of totally different location which mostly remind you of the Fallout universe.
I really wonder why they translated it word by word, maybe its a working title.

I played the russian version... The graphics kind of suck and the game feels very edgy... not smooth gameplay.
Interface is weird. I didnt find it fun. Fallout 2 > This game by far.

words of a gfx whore or a shooter fan trying an RPG...
the iterface can't be weird when it only has three quick-tabs for firearms, blades and healing stuff + an inventory window. gameplay's good but the universe, the ambiance, the map design is cool and we haven't had any sci-fi/post-apocalyptic RPG like that since the shitty Fall (Last days of Gaia).
p.s. Fallout ownz everything by far so no point in mentioning that

Then you'll have to wait for Jagged Alliance 3, developed by Akella using the Silent Storm engine

Has anyone played this; someone who doesn't speak Russian perhaps, is it playable if you don't understand the language? I really like these types of games, and I also love all these russian/german/etc games, US and UK are getting pretty generic with their games, I like a change.

Almost looks interesting. Some screens definately reminds of Fallout.
But what the heck is the deal with the shoulderpads? 
Some of the devs play too much world of warcraft?
