What's the best pc but not too expensive to run all new games at decent frame rate. I have dual cpu e2180 and 8600gt and i can't get good preformance...

How much cash you willing to spend?
Some nice AMD CPU with 4GB RAN and a 5770 should be quite cheap and very good for 1680x1050 resolution.

your current setup would cost 150$ ....
seriously tho, for 100$, you won't get any much better cpu wise than you have now (sure you can get the bottom models of higher series, but they won't be any different than your 2180 lol).
GPU wise, for around 100-120$ you can get a NVIDIA 9800 or ATI 4850, whatever tingles your fancy.
quite frankly tho, save more money up and then get a proper update.

You have 2180, which isn't really that bad at all actually. Get a good cooler and overclock it. And when you have 170$, get the 5770.

I'm still on my E8200 2.66Ghz Dual Core (@ 3.6Ghz) and a 4890 somewhat overclocked + 4GB DDR2 (everything is overclocked to some extent though). Still working great, don't see myself upgrading until summer/fall.

Overclock the CPU and save up for a 5770 mate.
Games don't need as much CPU power as most people think, and if you're willing to overclock, an older, slower CPU can suddenly keep up with a much more recent one.

go for 4870 (cheaper and faster) or save up for a 5850 and you are all set.

5770 is a great choice, not so much cause its DX11, but cause its low power and will surpass 4870 in the coming months performance wise im sure.

Not really. Cheapest 4870 with 1GB of memory I could find is €113, 5770 is €121. The extra 8 euros gives you less power consumption, less heat and DX11.
Only very slightly. I'm talking single digit differences at 1080p or better w/ 4xAA.
Thing is, the 5770 has DX11, and what most don't realise is that without tessellation, DX11 is like 20-40% faster on the same card than DX9 would be. Just check out some DX11 performance reviews. In most upcoming DX11 games you'll be able to turn Tessellation off (which is impressive, but not THAT impressive), giving you better performance AND improved shaders and such over DX9
If you had said 4890, that would've made a lot more sense, because that actually is a bit faster. Compared to the 4870, the 5770 sometimes wins, sometimes loses, but in the end the two cards are equal when it comes to DX9 performance.

not to mention 5770 stock cooling is pretty good, i wouldnt get a 4870 without custom cooling.

in this case he can just upgrade his cpu and gfx card, getting new amd mobo would be already more expensive

if you spend money its better to get everything new so he will have options to upgrade down the road, we dont knosw if he even has a P35/45 board, for which upgrading to quadcore is a lot more expensive going the intel road.
AMD 620 + ATI 5770 will not only give decent framerates but very good framerates besides maybe 2-3 games and its more than affordable.
