I downloaded a movie that was split on to 2 cds(bin and cue) Is there a program that can join the two halfes so I could burn it to 1 DVD?

extract the *.mpg files of the images, then you can join them with TMPEGEnc, there should be an option "MPEG Tools" => then "Merge and Cut"

the only files on the disk are .dat and .vcd files

Extract the .dat's from both .bins using Isobuster (just as if they were Mpeg2 files) then you can use TMPEGEnc to join them togeather, just goto (files) then (mpeg tools) and run. Viola!
