try
REGSVR32 /U SHMEDIA.DLL
or
Press Ctrl - Alt - Delete
go to taskmanager
end the process explorer.exe in the process-tab
go to application-tab, new task and type CMD
now, a new screen opens, DOS-like, go to the directory where the movie is located and enter the following command:
del filename.extension (in ur case, filename.exe)
if this was succesfull close the screen with the command EXIT
start a new task with the command explorer.exe
hope this helped.

There is an app called Wholockedme that can see what app is locking the file. Maybe that helps. And no this is not a problem introduced with XP SP2. It's been here since start. It's one of the most irritating bugs in explorer.exe. One that they don't care fixing together with the "disappearing folder" and other bugs.

I'll rather apply for open source programming and enter a decent project than fix M$ crap bugs.
