Way to take 7 words out of the sentence. Noisy Neighbors = Bad Neighbors. If you're renting them a room within your house, kick them out and enjoy your nice loud stereo system, otherwise, everyone has the right to a little bit of silence when they're trying to sleep regardless of whether or not they are still chillin in the moms basement
Actually..They do have rights, kinda depends on where you live, but in the States most states have Nuisance laws as well as your individual Landlord laws.
Not too much offense meant, but kinda says something about the quality of your landlord when they just say Meh. Easy solution would be to just evict or something, sure you can find a reason and play it all ya want.

How old is the house? That doesn't sound like normal behavior.
House was built around 1920+? ( Could be mistaken)
But water heater is maybe 7 years old. But lets say if they do not use hot water for lets say X hours during the day and there is cold water inside water heater, you will need to wait few moments before water heaters kicks in and boils up the water
The only time it's alright in my eyes for a neighbor to play loud music is if:
It's Friday or Saturday.
OR if it's any other day between 08:00-22:00. If my neighbor plays loud music at 22:30 on a Tuesday when I need to sleep because of work on Wednesday then I'll definitely complain. There is a time for loud music and there is a time when it's not acceptable.
You want to play music on any other time? Use headphones or keep the sound level low enough that you won't bother neighbors.
I have absolutely no patience for that kind of shit. If they want to blast loud music at odd hours on weekdays, they should buy a fucking house in the woods. Nothing annoys me more than lying in bed listening to some SHITTY rap music while trying to sleep on a weekday.
Earplugs save me a lot of headaches, but they're a little uncomfortable when sleeping though.

30-120 seconds for hot water to kick in is too long. My furnace and Hot Water tank are 7 years old. Hot water comes on almost instantly..even after being on vacation for 5 days in the freezing winter. Sounds more like an issue with the 1920 house- old pipes, poor insulation, furnace is prob old and needs cleaning, ,etc.
I would sell the house, and own your own without tennants. Why anyone would want to share their own house to strangers is beyond me.
