video repackin for smaller size?

I have ati all in wonder video card so it has tv card inside of it.. so I can record tv shows to my computer but the only thing what fu*cks up is that the file sizes what it makes is kinda sick..for like 1 min of video is like 30-40mb..wtf Confused .. can u repack the video for smaller size ..the video formats that I can record to are xvid,mpeg,some ati format,.. and the files what I have recorded were xvid format which should be smallest by the program or atleast it says so.. any ideas how to get them smaller by not getting more bad resolution..any programs what I should try? and isn't this even legal just like tape recording?

I'm no lawyer, but from 2 years of reading bitching on yro.slashdot.org I was able to discern that generally it's legal to record the shows. It is definitely NOT legal to share them and it's in the gray zone if you delete or skip (i.e. pick a different point on the progress bar) the commercials. TV networks and entertainment industry jackasses be damned.
